ALEXANDRIA
The only reason Alexandria gets a mixed arrow vote for decentralized production is that they have spent so much time fighting, there has been no discussion at all about what the community will produce other than in theory. They have been a source of protection for each other and the other groups, so that could be considered their sole resource at the moment. However, that protection was due in some ways to Rick's mistakes in leadership rather than the group deciding for itself to be the police force of the communities (The Walking Dead, 2010-2018)

People are the resources Negan cherishes and treats his followers as such. Since people are in no way considered solely resources in a decentralized society (The Walking Dead, 2010-2018). Negan and the Saviors get a strong down arrow for decentralized production.

Once again the Hilltop is at the top of the list when it comes to allowing its people to live, thrive, and survive based on their choice of production: agriculture and tool making. This is something that began under Gregory's leadership and continue's through Maggie's reign (The Walking Dead, 2010-2018). Strong up arrow for Hilltop!

THE KINGDOM
This is the Kingdom's strongest area of decentralization. The people of the kingdom have seemed to create multiple areas of production for which to use and trade freely, based on the people's strengths and knowledge. They produce food, animals, defense, all with the agreement of the group, and all with the intention of providing overall protection of their people (The Walking Dead, 2010-2018). The Kingdom also gets a strong up arrow for decentralized production.

THE TRASH PEOPLE
This is one of the more amusing aspects of TWD. The Trash People live in trash, produce nothing, and take what they want by force. While this is very oppressive in nature to other communities, their specific community seems to be very satisfied in "producing" in such a manner (The Walking Dead, 2010-2018). They receive a strong up arrow for themselves alone in this regard.
